企业“顶层设计”分成四个层面：领导思维转变、战略转型、管理体系升级与企业文化再造。这是一个有先后顺序和逻辑关系的系统，其中领导思维转变是顶层设计的一步，属于远见和动力系统。也就是说，我们的企业转型要解决领导家自身转型的思想意识转变问题，因为领导是企业的领头羊，只有当领头羊想清楚了，想透彻了，转型才不会迷失方向，才不会走弯路。

当然，仅仅意识到“顶层设计”的重要性还不行，必  须让更多的中国企业掌握进行“顶层设计”的方法 论，通过“顶层设计”实现企业的转型与升级。转型意味着中国企业不得不经历一次痛苦的“蜕变”，这是成长过程中艰难的时刻。

1、业务方面（产业结构、商业模式），即企业采取什么样的经营方针和政策、经营模式和策略等，这是顶层设计的基础，只有明确业务运作模式，设计的落地执行才有依据；
